Rules & Regulation

1st Article:
     A scientific association, named Saudi Association of Plastic Surgery (SAPS), is established. It works under the supervision of King Abdul-Aziz University in Jeddah, and practices its general activities to develop theoretical and applied knowledges, and to offer scientific and applied consultations and studies to both public and private sectors, according to rules regulating scientific associations at Saudi Universities.

2nd Article - Objectives of the Saudi Association of Plastic Surgery:
 Saudi Association of Plastic Surgery aims to:
1.    Develop and activate scientific thinking in the field of plastic surgery specialty.
2.    Achieve scientific communication between members of the association.
3.    Offer scientific consultation in the field of the specialty.
4.    Develop scientific and professional performance of members of the association.
5.    Facilitate the exchange of scientific ideas and publications within its area of interests between concerned agencies and institutions inside and outside Kingdom of Saudi Arabia.
3rd Article - Activities of Saudi Association of
 Plastic Surgery:
     Activities of Saudi Association of Plastic Surgery to achieve its objectives mentioned in 2nd article above can be summarized in  the following:
1.    Encouragement of doing scientific research and consultations.
2.    Writing and translation of scientific books within its field of interest and other fields related to it.
3.    Doing scientific studies to develop the aspects of applied practice.
4.    Holding symposia, seminars and courses related to its area of interest.
5.    Issuing scientific studies, bulletins and periodicals related to its area of interest.
6.    Participation in local and international exhibitions. 
7.    Inviting scientists and thinkers with interest related to the association to participate in its activities according to its regulating procedures.
8.    Arrangement of scientific trips for the members of the association, and organization of scientific competitions within its area of specialty.

4th Article - Membership: Conditions and procedures:  for it membership: is of three types:
1.    Active Membership is provided to the applicant who meets the following conditions:
A.     He has a scientific degree, or what is equal to it, in the area of plastic surgery specialty.
B.     He pays the annual dues.
C.     He meets conditions specified by the Board of Directors.
D.     The request for membership will not be considered accepted, unless a decision has been taken by the Board of Directors.
2.    Honorary membership;
It is offered by a decision taken by the General Assembly to those who have participated in the development of the fields of interest of the association, or who have contributed financially or morally. The honorary member is exempted from paying annual dues, and he has the right to attend the meetings of the General Assembly and its different committees and participate in discussions.
     3.    Associate Membership can be offered to:
A.    Universities students in the field of the association specialty.
B.     Those who are working or interested in the field of the association specialty but they don't have the scientific degree specified to get the active membership.
The associate member should pay 50% of the annual dues, and he has a right to attend the meetings of the General Assembly and its different committees and participate in discussions, but he hasn't a right to vote.

5th Article - Termination of Membership:
     Membership in the association is terminated
 in the following cases:
1.    withdrawal of the member or his death.
2.    Delay in payment of the annual dues for one full
year after the due date.
3.    Loss of one of the conditions for membership.
4.    Performance of any action or activity that might
cause financial or moral damage to the association.
In this case, the decision to drop the membership
should be approved by the Board of Directors of the association.

6th Article - Reinstatement of Membership:
     Membership may be regained by a member who lost it upon its request by a decision taken by the Board of Directors if all reasons mentioned in the previous 5th article for dropping the membership disappeared.

7th Article - The General Assembly:
     The general assembly is made of active members, and it holds a regular meeting every year at the call of the chairman of the Board of Directors. This meeting isn't valid unless attended by a majority of the membership, and if this meeting is not attended by a majority of the membership, another meeting can be held after two weeks, and this meeting will be valid irrespective of the number of attendants. If necessary, the general assembly may hold an extra-ordinary meeting at the request of the Board of Directors or one-fifth of its membership.

8th Article - Responsibilities of the General Assembly:
     the General Assembly aims to achieve the objectives of the association, and it particularly has the right to do the following:
1.    Issuing rules regulating the internal affairs of the association.
2.    Approving the annual budget of the association and its year account yearly.
3.    Approving the annual report of the association.
4.    Electing the members of the Board of Directors.
5.    Approving the annual work plan presented by the Board of Directors.
6.    Proposing establishment of branches of the association, based on recommendation from the Board of Directors.
7.    Appointing an outside auditor to check the association’s account, and specifying his fees.
8.    Proposing the transfer of the association headquarters from a university to another.
9.    Proposing the dissolution of the association.

9th Article - The Honorary President of the Association:
     The general assembly has the right to nominate an honorary president for the scientific association, based on the nomination of the Board of Directors, and by a decision of the university board. The honorary president should be a person known for his interest in the fields of activity of the association, and he has a right to attend the meetings as a chairman.


10th Article - Revenues and Budget of the Association:
First:    the association mainly depends on its own revenues that are as follows:
1.    Revenue from annual membership dues.
2.    Revenue from sale of publications and periodical bulletins of the association, and from services offered by the association within the limits of its objectives.
3.    Registration fees for the courses and programs held by the association.
4.    Gifts, contributions and donations offered by the universities, agencies or individuals.
Second:    annual budget and year accounts of the association:
1.    The financial year of the association starts and ends coincidentally with the start and end of the financial year of the university.
2.    Year accounts are prepared according to the professional rules and customs.


11th Article - Composition of Board of Directors:
1.    The Board of Directors is composed of not more than 9 active members who are elected by the General Assembly from active members of the association using secret ballot. At least one third of members of The Board of Directors should be from personnel of King Abdul-Aziz University in Jeddah.
2.    Membership of the board is for three years that can be renewed only once.
3.    If a member of the Board of Directors didn't attend three consecutive meetings of the board without any acceptable reason, the Board of Directors can consider him to have resigned from the membership.
4.    In case of a vacancy on the Board of Directors for any given reason, a substitute member is chosen by the Board, and the choice should be approved by the general assembly in its next meeting.

5.    The Board of Directors elects its president, by secret ballot, from among its members, for a period of three years that can be renewed only once. The president of the Board should be from personnel of King Abdul-Aziz University in Jeddah. The Board of Directors also elects its vice-president, secretary and treasurer from among its members.

6.    The president of the Board of Directors is considered the one who represents the association before the others and is delegated to contact official and non-official agencies inside and outside the Kingdom of Saudi Arabia, and he is the president of the General Assembly as well.

12th Article - Meeting of The Board of Directors:
     The Board of Directors holds a regular meeting every three months. This meeting isn't valid unless attended by a majority of the membership. The Board of Directors has the right to hold an extra-ordinary meetings at the request of more than half of its members, or its president, or one-fifth of number of members of the General Assembly, and in this case, the meeting is limited to discussion of the items for which it is held. Decisions of the Board of Directors are issued by a majority of votes of the attendants. In case of a tie, the vote of the president of the Board is the casting vote.


13th Article - Responsibilities of the Board of Directors:
The Board of Directors is responsible for the following:
1.    Proposing the budget of the association.
2.    Preparing the agenda of the General Assembly.
3.    Proposing the general policy of the association within the field of objectives mentioned in these rules, and presenting it to the General Assembly for approval.
4.    Proposing the internal rules of the association, and regulating its activities.
5.    Forming specialized committees and groups for the performance of duties and activities of the association.
6.    Preparing the annual report of the activity of the association, and presenting it to the specialized boards in King Abdul-Aziz University after being approved by the General Assembly.
7.    Determining annual membership dues.
8.    Charging for doing studies and researches.
9.    Approval of holding symposia, courses and seminars according to regulations related to these activities and followed by King Abdul-Aziz University.
10.    Acceptance of gifts, contributions, donations and aids.


14th Article - General Rules:
1.    In regard to its activities, the association is subordinate to the president of King Abdul-Aziz University or to the one who is authorized by him.
2.    The report of the General Assembly and Boards of Directors is approved by the president of King Abdul-Aziz University or the one who is authorized by him.
3.    When there is a disagreement between the president of King Abdul-Aziz University and the General Assembly or Boards of Directors, it should be presented to the University Board whose decision will be final.
4.    If the association is dissolved (for any reason), its possessions should be conveyed to King Abdul-Aziz University.
5.    If the association is transferred from King Abdul-Aziz University, all its possessions and documents should be transferred to the new university.
